This article reviews how prepared emergency medical service (EMS) agencies are to respond to disasters. Researchers analyzed studies from several countries to identify strengths, weaknesses, and key factors that affect preparedness. Overall, the review found that many EMS agencies are not fully prepared for large emergencies or disasters. Important elements of preparedness include planning, training, communication, coordination, surge capacity (staff, equipment, and facilities), and financial support. The studies also showed gaps such as limited resources, lack of pediatric-specific plans, and insufficient training. The authors conclude that improving disaster planning, training, and coordination among agencies can help EMS systems respond more effectively and reduce harm during disasters.
