It shows that many programs had written plans, but some lacked specific plans for infectious outbreaks or special needs children. During the pandemic, 59% of programs closed, and others reduced capacity or changed cleaning methods. The pandemic caused changes in learning and socialization, increased family burdens, financial challenges, and a lack of guidance.
