The article examines the impact of Hurricane Katrina on children with diabetes who were displaced from Louisiana and enrolled in the Texas Medicaid Hurricane Katrina emergency waiver (TexKat). By analyzing enrollment and utilization data, the study compared the outcomes of displaced children with those less affected by the storm. The results showed that children in the waiver did not experience decreased care during the waiver period, but faced a drop in care and an increase in complications after the waiver ended. The study suggests that future emergency waivers should focus on ensuring continued care for enrollees even after the waivers expire to improve outcomes for children with diabetes.
