In 2011, Norway experienced a terrorist attack on a political youth camp, with 35 injured victims taken to a local hospital. They all survived. Despite limited resources, the emergency medical service (EMS) was successful. This study identified four key elements for this success: emergency preparedness, crisis management, empowerment, and the ability to improvise. These elements were crucial in enabling healthcare workers to respond effectively and make professional decisions during the crisis. The findings from this study may be valuable for improving healthcare services worldwide.
