This article focuses on developing a disaster evacuation performance tool for evaluating evacuation processes. Utilizing the Delphi technique and DeVellis's framework, disaster and neonatal experts contributed to tool development. The tool underwent content validity and reliability assessments. Pilot testing involved hospital leadership, followed by implementation with 68 healthcare workers during a NICU disaster exercise. Results showed high content validity and inter-rater reliability. The tool, with a scale validity index of 0.979 and G coefficient of 0.984, offers a reliable method for assessing NICU evacuation performance, enhancing emergency preparedness in healthcare settings.
